Question: Key indicator light stays on when car off

The key indicator light on the dash stays on when the car is off. Is this normal?

Also, sometimes when I push the button to lock the car, I hear an extended beep, and the door doesn't lock. Does this have to do with the "Key" and "Reset" buttons to the right and below the steering wheel?
